Who uses MapToc

MapToc is being designed for organizations that implement, fund or assess programs and need to retain the evidence behind their work. Its first practical use case is a team maintaining a shared record for one program.

Program teams

Program managers and implementation staff contribute material through a workflow agreed with their organization. They should be able to review proposed evidence without rewriting every update. The intended benefit is a usable program history that supports current decisions as well as reporting later.

Monitoring, evaluation and learning specialists

M&E specialists help define what counts as useful evidence, how items relate to intended outcomes and how uncertainty should be recorded. They can review whether an approved statement is supported and identify gaps that need investigation. The evidence record should complement the indicators and systems the organization already uses.

Evaluators and reviewers

An evaluator can use a shared, permitted record to orient an investigation: which decisions mattered, what changed, which sources are available and where accounts disagree. Access to the record does not make the evaluator dependent on the team's interpretation. Independent corroboration and assessment remain necessary.

Funders and portfolio teams

Funders may need a permitted view of how implementation and documented results connect. Portfolio teams may later look for comparable lessons across programs. Neither use case implies unrestricted access to confidential source material or automatic publication of internal evidence.

Who owns the work?

Each pilot should identify a program owner, contributors, reviewers and intended readers. The organization must decide who can approve an item, who can change an interpretation and which records can be shared. MapToc's role is to support that accountability, not to invent authority for the software or its AI model.

Institutional adoption and program use

Governments, foundations, development funders and organizations managing program portfolios are the intended institutional customers. They configure the evidence requirements, roles and review points for a program or portfolio. Implementers and recipients use the system where required by the subscribing organization and according to its licensing and access model.

MapToc is a SaaS service. Implementer access, onboarding and support are deployment and commercial decisions; they are not automatically included. For adoption to work, the MapToc record should replace or substantially reduce an existing reporting task and provide useful management information to the people maintaining it.

Finance staff contribute summaries or imports; program teams explain delivery context; M&E specialists assess what outcome claims the evidence supports; funder and government teams review progress and gaps. Independent reviewers retain their own judgement.
